Fey ho, let's go! Preciousness is a virtue to this former Ren & Stimpy Show animator, April March (nee Elinor Blake), who dresses up as a '60s French chanteuse and coos through a modish set of Mancini-style pop tunes, cha-chas, bossa novas, and exotica retreads awash with oddball orchestrations and analog synth chirps. Chrominance Decoder's all very sunny and arch, and sonically never less than pleasant. But after a while the deadpanning gets a bit, well, deadening. B-
