SNAKE EYES Nicolas Cage, Gary Sinise, Carla Gugino (Paramount, R, $103.99 on tape, Feb. 16) Understatement is a foreign concept to Brian De Palma. This time out, the frenetic filmmaker turns a serviceable plot -- about a crooked Atlantic City cop (Cage), his naval-hero best friend (Sinise), and a political assassination -- into a garish muddle. Of course, David Koepp's melodramatic script deserves some blame. Cage, meanwhile, recites his lines with that bug-eyed rigor he sometimes mistakes for intensity. Fans of double-cross thrillers will yearn for the graceful restraint of De Palma's idol, Hitchcock, and the nuanced paranoia of Jimmy Stewart. In this director's hands, well...no dice.
