Are we already so jaded that a full-fledged musical comedy about the Clinton-Lewinsky scandal can feel stale? Uh-huh. Too many of Alan Jay Glueckman's wildly uneven lyrics seem like last summer's Leno one-liners reset in rhyme; think a slightly naughtier Capitol Steps. Yet the smirksome hokum is rendered nearly irresistible by a hopped-up cast having raving good fun none more than Tricia Leigh Fisher (of Heidi Fleiss TV-movie fame) as ruthlessly perky Monica, who dreams of ''going down on history.''
