Is Ted Kaczynski working in PR? That's what some TV critics feared when packages labeled ''Biohazard Waste'' showed up on their desks last month. Turns out the deliveries were preview tapes of ABC's new drama Strange World. ''We just wanted to convey the types of stories we'll be dealing with killer viruses, human cloning,'' says a spokesman for Twentieth Century Fox, which produces the show. ''And nothing sells it like an allusion to an anthrax scare.'' Still, the studio fielded a number of calls from anxious reporters. ''One complained it almost gave her a heart attack,'' says the spokesman. ''But then she called back and asked if we could send another one so she could slip it onto her boss' desk.'' Naturally, Fox obliged.
