Second time out, this Athens, Ga., collective of musical anarchists sticks to the soundtrack conceit of its debut: a sparkling sea of disconnected riffs, melodic shards, and musique concrete punctuated by bubbles of sunny '60s psychedelia a la the Beach Boys, the Kinks, and early Pink Floyd. Black Foliage: Animation Music by the Olivia Tremor Control is a sonic wonderland, and the jump-cut delirium is transporting. But as pop projectionists, the group might want to keep a keener eye on the focus. B+
