Working here as emcee (not MC), the charismatic English DJ-producer presents a 26-song overview of a genre he helped develop. What comes through is drum-and-bass' surprising richness, the creativity with which it bends its formula of spacey sound effects and funk drumbeats. Keepers: Doc Scott's brooding ''Here Come the Drums,'' Dillinja's ''Angels Fell,'' and Goldie's own ''Terminator.'' B
