DESERT BLUE Brendan Sexton III, Kate Hudson (1999, Columbia TriStar, 90 mins., R, also on DVD) A soda-pop-related chemical spill traps starlet Skye (Hudson) in mythical Baxter, Calif. -- home of the world's largest ice-cream cone -- where she falls for the local dreamer (Sexton) obsessed with building a water park in the desert. The quirks don't stop there: Director Morgan J. Freeman (Hurricane Streets) deploys all-terrain vehicles, alien theorists, and alcoholic FBI agents in an effort to pump some character into this lifeless indie. The result is inoffensive but totally unworthy of its cool-kids cast, which includes Christina Ricci and Casey Affleck. REEL GOODIES (1:04) Amateur demolition expert Ely (Ricci) blows an FBI agent's fed-sled sky high. THE LAST DETAIL Hudson, Ricci, and Affleck also costarred in the ensemble dud 200 Cigarettes. C
