P IS FOR PUTNAM Penguin Putnam, which lured editor Marian Woodaway from Holt last May with the offer of her own imprint and a more high-powered publishing program, has just announced that Sue Grafton, the biggest star in Wood's stable, will leave Holt to rejoin her longtime editor. Putnam will publish the next Kinsey Millhone alphabet mystery in 2001.
SPORTING GOODS Baseball's best-known sportscaster is about to become its loudest critic: Bob Costas, in his first book, Fair Ball: A Fan's Case for Baseball, will talk about what's right with the game, what's wrong with it, and how it can be fixed. Costas' chief complaint is the way differences in local broadcast revenues have turned teams into haves and have-nots. In the early '90s, ''any team with intelligence, resourcefulness, and a bit of luck'' had a chance at the pennant, he points out, whereas now ''more than half the teams have no way to compete.'' Broadway Books, expecting a solid hit, plans to lay down over 200,000 copies of Fair Ball on April 4, just after opening day.
