(Harcourt, $22) The antiheroes of these 10 acerbic yet lyrical stories -- like the skate punk who attends an anarchist convention or the Romanian brothers who brave Ceausescu's wrath -- all suffer the consequences of being true to themselves. In the collection's electric opener, ''Will You Say Something, Monsieur Eliot?,'' an arrogant yuppie is saved by a raft of Haitian refugees after his sailboat capsizes in the Caribbean. The hamfistedly ironic saga of a macho retiring Marine general caught shoplifting ladies' lingerie -- which, of course, he likes to wear -- typifies the weaker pieces. Still, Scar Vegas often cuts unsettlingly deep. B+
