In the '80s, the Jungle Brothers was among the first to cook house music and drum-and-bass into the B-boy bouillabaisse. Too bad this excessively eclectic production (by Alex Gifford of U.K. hipsters Propellerheads), V.I.P., smothers the hip-hop duo's jazzily organic rhymes. The overcranked dance-floor anthem ''Party Goin' On'' inspires manic panic, while the faux blues of ''Playing for Keeps'' makes Jonny Lang sound like Robert Johnson. C+
