There's something eternally youthful about the rich, buoyant sound of 85-year-old tenor sax master Flip Phillips. On Swing Is the Thing!, he saunters through ''I Hadn't Anyone Till You,'' finds the tender meaning in ''For All We Know,'' and surges through ''The Mask of Zorro'' as if he were still the hot young star Woody Herman discovered in 1944. Romping along like peers on the latter tune are contemporary favorites Joe Lovano and James Carter. A-
