As peculiarly endearing as its title character, this 18th-century biopic (filmed in 1993) follows Dr. Franz Anton Mesmer (Rickman), proponent of bizarre medical theories, ''healer'' of the blind, and object of intense hatred by the Vienna medical establishment. Unfortunately, Rickman's delightful hambone performance — the flick's true strength — gets lost in a blinding cloud of wig powder. B-
