THE BIG STEAMY THING (www.tmbg.com) Last year, this magazine sang the praises of the old They Might Be Giants site, which, in retrospect, didn't quite capture the cult band's peculiar whimsy -- at least, not as effectively as this newest incarnation, an eye-popping carnival of animated icons, whizbang effects, and the mumbling heads of four dead Presidents. Particularly nifty goodies include the Quickcam, which emerges from an accordion to present bizarro home-movie versions of such staples as ''Dr. Worm.'' This is perhaps the first site in history that actually warrants the oft-used but seldom-earned distinction ''wacky.'' A
