The underground California rap purists People Under the Stairs boast they ''ain't making music for executives sitting behind a desk'' on ''Give Love a Chance.'' But they're still accessible. Over jazzy homegrown grooves, the duo slice and dice old-school flavor, creating a free-form sound that has nothing to do with today's slick commercial hip-hop. Intelligent and funky, Question in the Form of an Answer rocks the house. B+
