ACCUSED
Talk about ''Jump back!'' In a police report filed July 13, utilities worker James Eubanks, 48, claims soul giant James Brown, 67, accosted him with a knife when Eubanks investigated a power outage at Brown's home in Beech Island, S.C. Eubanks also alleges Brown said he was a government agent with the power to ''lock you up, you damn white trash.'' Brown's lawyer declined to comment. At press time, police had yet to interview Brown, who has been performing overseas.

LAWSUITS
Long-locked rap-metalist Kid Rock (né Robert Ritchie), 29, was sued July 10 by his ex-manager, Stephen Hutton, 33, who seeks $4 million for alleged breach of contract. Hutton claims he was fired after demanding that the rapper fulfill a '96 agreement promising him 10 percent of the Kid's gross earnings — and 15 percent after securing a record deal. Kid's rep did not return calls.... On July 14, Dr. Dre (a.k.a. Andre Young), 35, filed a $25 million suit against the city of Detroit, alleging that officials violated his free-speech rights by meddling in his July 6 concert there. Dre claims the city threatened to arrest him for contributing to the delinquency of minors if he showed an eight-minute video depicting partial nudity, sexual situations, and violent acts that had been included in his tour with Snoop Dogg and Eminem. The suit also claims lost merchandise sales because talks over the video, which wasn't shown, delayed the event for 90 minutes. Greg Bowens, a defendant and Mayor Dennis Archer's aide, said he couldn't comment on specifics of the case.

DEATHS
Actress Meredith MacRae, 56, best known as Billie Jo Bradley in the '60s sitcom Petticoat Junction, of brain cancer, July 14, in Manhattan Beach, Calif.... Actor Justin Pierce, 25, who starred in Kids and Next Friday, was found dead July 10 in his room at Las Vegas' Bellagio hotel after apparently hanging himself.
