Her transcendent title track -- already a U.K. smash -- subtly samples Dylan's ''Knockin' on Heaven's Door,'' infusing it with sweet soul uplift. On the lightly orchestrated ''When a Woman,'' she is a contemporary Dionne Warwick, and her Supremes-style delivery on ''Falling'' gives it an inviting, familiar flair. Gabrielle's best when showing her roots, rather than hiding behind modern R&B cliches. Still, Rise has more high moments than low. B
