The militant thrust of ''The Fear'' packs Sex Pistol punch, and the narcotic guitar of ''Lake'' is like Sonic Youth. Surely, Blur guitarist Coxon loves indie rock. But the Brit star is too ambitious for his own good: D is more messy maelstrom than cathartic cacophony. C+
