To the annals of bad decisions add this one: On his second solo album, Sailing to Philadelphia, ex-Dire Straits frontman Mark Knopfler sacrifices his sonorous guitar playing to showcase his singing and songwriting skills (such as they are). But tedious exercises like the title track are more likely to induce catatonia than admiration. The song, a dialogue between 18th-century surveyors Mason and Dixon, also wastes the talents of guest vocalist James Taylor. Mildly ambitious and stupefyingly dull. D+
