A pop/folk/jazz earth mama who influenced every woman singer alone at her piano, the late Laura Nyro certainly deserves a well-programmed, one-disc sampler. Time and Love: The Essential Masters ain't it. The hits (''Wedding Bell Blues,'' ''Stoney End,'' etc.) are here but out of chronological order; the liner notes are sketchy; there's only one song from after 1971 (Nyro died in 1997). Pick up a copy of 1967's staggering Eli and the Thirteenth Confession instead it's as histrionic as Tori Amos but 10 times as soulful. B
