Where his debut was a barking homage to mentor DMX, the solid follow-up Rule 3:36 is a soft-focus close-up of Ja Rule's sensitive side. ''Put It on Me'' and ''I Cry'' showcase a budding loverman, lyrically capable of that rarest of rap expressions — sincerity. (If the delivery borrows from Tupac at his treacliest, so be it.) Dodge the filler, hit repeat on ''Between Me and You,'' and you have another rap rarity — a moderately ambitious, moderately successful sophomore album. B
