The Wacos may be Chicago-based, but coleader Jon Langford (also a founder of the Mekons) remains a Brit who approaches country rock at two extremes: abandon and trepidation. Thus, while the CD commences with the raucous ''It's Not Enough'' and hits a peak of jangling catchiness with ''Walking on Hell's Roof Looking at the Flowers,'' the soul of Chair is elsewhere -- in doom-struck tunes like ''Dragging My Own Tombstone'' that wouldn't be out of place on a Hank Williams collection. B+
