If there's such a thing as a buoyant PJ Harvey record, this set of high voltage love songs Stories From the City, Stories From the Sea is it. Her strongest work since 1995's To Bring You My Love, it doesn't stint on her usual mix of passion, carnality, and cautious optimism, even turning the tables on male aggression in ''This Is Love.'' But the rugged melodies, even vaporous ones like ''We Float,'' sink their teeth in and don't let go. A bracing reminder of the days when female musicians reached for guitars, not choreographers. A-
