The James Brown of hip-hop, Mystikal, uses his psycho-manic energy and staccato growl to full effect on the spare, eclectic effort Let's Get Ready. The music is alternately funky and hyper, delicate and brash, as the former No Limit soldier barks lyrical insight on topics ranging from crass (''Shake Ya Ass'') to contemplative (''Ain't Gonna See Tomorrow''). The best tracks contrast the rapper's rasp with gentle Eastern instrumentation, as on ''Danger (Been So Long),'' which also features singer Nivea. A-
