If jokers The Offspring want to maintain their standing as the best punk-rock comedy act since the Ramones, they'll need to work harder on their lyrics — nothing on ''Original Prankster'' is as funny as that song title. At least the music is worth smiling about: big, greasy guitar riffs, galloping drums, and an anomalous Latin groove that leads you to believe someone's been playing their old Santana LPs at 78. B
