''You Stole My Bell'' is Elvis Costello's most disappointing soundtrack contribution since his theme for Party Party; it's as if he wanted to pen a more accessible than usual ballad, then left it sounding like a demo. A more effectively mawkish appeal to romanticism-in-flux comes with Seal's ''This Could Be Heaven.'' Mostly, though, this is an oldies set, ranging from the sublime (the Delfonics' ''La-La Means I Love You'') to the ridiculous (Mr. Big's ''To Be With You''? Is the Japanese market that important?) to the sublimely ridiculous (Mocedades' ''Eres Tu'').
