Newcomer Satcher, a singer-songwriter, arrives with a rich Texas pedigree and a determination to keep it country. She's also got a knack for getting heartache in the grooves. While she missteps in remaking Bobbie Gentry's ''Ode to Billie Joe,'' she redeems herself with jaunty songs of emotional revenge, and in capturing the stark truth of a marital showdown. B
