By day, this 52-year-old Texas native runs a moving company in upstate New York. By night, he crafts exquisitely dark tales of misery and hard luck (''If you can't handle trouble, stay away from me,'' he snarls). On his third album, Dowd taps into a heavier rock sound, but he's still most effective on quieter tracks: His doleful twang on ''Cradle to the Grave'' and the eight-minute ''Angel Eyes'' is so harrowing, it makes Nick Cave sound like Nick Carter. B+
