Just as D'Angelo reclaims his love-man throne, along comes competition from this much-touted young Philadelphian. Like D'Angelo's Voodoo, ''Soul Sista'' epitomizes the neo-soul return to basics in its use of human-touch instruments, a flickering-candle beat, and orgasmic vocal crooning: It's musical body oil. And like Voodoo, it still doesn't definitively make the case that mumbly, heavy-lidded R&B is better than sampling. B
