Jonathan Lipnicki, in all his ageless, Cindy Brady-like glory, is Tony Thompson, a tyke nearly toppling over with problems: His parents have uprooted him to Scotland, where ''people talk funny'' and the schoolyard bullies menace him. Plus, he's kept up at night by pesky visions of vampires. But in this tepidly endearing adventure, he's upstaged by the subtler, cooler, less cloying Rollo Weeks, who as Rudolph -- an amiable bloodsucker -- keeps this film from clotting. C+
