George Dubya has been called a lot of things since he was inaugurated, but ''trendsetter''? Yep. Ranch jackets, like the Walls Industries coat he's been spotted wearing around his Crawford, Texas, spread, have been stampeding out of stores since the Lone Star-bred president took office. ''We sold every one we have,'' confirms Steven Jesmer, of Dallas' Western Warehouse, while a spokesman for Walls says interest in the durable $79 to $89 jackets favored by ranchers, farmers, and construction workers since the 1960s has increased more than 50 percent since last fall. And W.-annabes aren't the only ones sporting the rugged look. ''A younger, more urban customer'' is also hip to the style, says Allen Garcia of NYC's Canal Jean Co., which sells a similar coat made by Carhartt. But does the wide-range appeal extend to dyed-in-the-wool Democrats? ''It's stronger with Republicans,'' says Mark Devers of Cavender's Boot City near Dallas, ''but the image and the look crosses party lines because [the coat] is of the people.''
