Like the band's 1999 breakthrough hit, ''Meet Virginia,'' Train's sophomore album is pretty much a love-it-or-loathe-it proposition. Not surprisingly, the faceless quintet continues to work from a sincere, laid-back roots-pop template that's occasionally affecting (''Hopeless''), but mostly boring. If nodding off to Hootie Lite is your idea of a real cool time, heck, hop on board. But anyone looking for music powered by guts and grit will want to let this Train (does it run on knockout drops?) pass them by. C+
