One of country's most distinctive honky-tonkers kicks off a label change with a rock-solid offering that explores the renewal of hope in troubled times. Judging from the inspired song selection (Bruce Springsteen's ''Atlantic City,'' Eric Heatherly's ''The Call,'' as well as his own tunes), Anderson, now in his second comeback, seems ripe for revival -- and celebration.
