JUDY COLLINS Forever: An Anthology (Elektra) This set covers three decades in the career of the sweet-sopranoed folk singer-songwriter who introduced Joni Mitchell (''Both Sides Now'') and Leonard Cohen (''Suzanne'') to the masses, made forays into show tunes (''Send in the Clowns''), and, when not being too PC, could write truly beautiful songs (''Since You've Asked''). It's all here; unlike most double-disc retrospectives, however, you won't want to use disc two as a coaster. B+
