FIRE DOWN BELOW Steven Seagal, Kris Kristofferson, Harry Dean Stanton (1997, Warner, R, $103.99) Eco-friendly action hero Seagal rates extra credit for Fire: Even the script is recycled. He plays an EPA agent under cover to catch toxic-waste dumper Kristofferson, which isn't so different from taking on evil oil driller Michael Caine in 1994's On Deadly Ground. Like that film, this one's slow as sludge, crawling along toward too many anticlimactic climaxes. The martial artistry doesn't really move much either -- it's all deft, kung-fu-quick editing designed to create the illusion that the beefy Seagal still floats like a butterfly.
