Eco-friendly action hero Steven Seagal rates extra credit for Fire Down Below: Even the script is recycled. He plays an EPA agent under cover to catch toxic-waste dumper Kris Kristofferson, which isn't so different from taking on evil oil driller Michael Caine in 1994's On Deadly Ground. Like that film, this one's slow as sludge, crawling along toward too many anticlimactic climaxes. The martial artistry doesn't really move much either—it's all deft, kung-fu-quick editing designed to create the illusion that the beefy Seagal still floats like a butterfly.
