JEN WOOD Getting Past the Static (WIN) Seattleite Wood's impressive solo debut alternately projects gloom and hope, working up a loopy melodic hypnosis on tunes like ''Invitation to Plastic.'' Mostly, she complements her minimalist lyrics with foursquare vocals and open-sky acoustic guitar tracks, with occasional help from percussionist Danny Frankel and Petra Haden on violin and mandolin. Stark folkish beauty is the upshot, sans the static of fashionability. B+
