The Borrowers is a charming family feature, full of casual, unsplashy technological ingeniousness, that borrows from the literary legacy of Mary Norton, creator of the classic series of jolly children's books about tiny people who live under the floorboards in the homes of full-size ''human beans.'' John Goodman does giddy villain's work as an evil land developer; British actor Jim Broadbent plays the head of the palm-size Borrower family, determined to thwart some dastardly plans. A-
