Figures that the only artists to benefit from MTV's stripped-down Sunday-night concert setting heard in MTV 120 Minutes Live would be the raggedy buskers from way back, folks who really know how to work a small room. We're talking Evan Dando (with a new warmth to his ''It's About Time''), the Violent Femmes (a snappy reworking of ''Kiss Off''), and an unusual but noteworthy duet from Lou Reed and Victoria Williams. Lost in the muffled shuffle: Oasis, Sex Pistols, and the overrated Radiohead. B
