Creating the most annoying band of the '90s is no small feat, so give this Seattle trio credit for superior irritation tactics, particularly its knack for singles that are as catchy as they are awful. The band broke up last year, but they've left behind Pure Frosting (Columbia), a kiss-off collection of jokey odds and ends, which -- save an occasional pleasant surprise (the Steve Miller-ish ''Love Delicatessen,'' the goofball-punk ''Teenage Girl'') -- are predictably unmemorable. Trust me, you can live without a live version of ''Lump.'' C+
