PUBLIC ANNOUNCEMENT All Work, No Play (Unohoo/A&M) Formerly half of R. Kelly & Public Announcement, PA have replaced their famous frontman with Feloney Davis, who convincingly mimics Kelly on several tracks, especially the infectious ''Body Bumpin' (Yippie-Yi-Yo)'' single. Unfortunately, the bulk of All Work is a generic mix of heartfelt slow jams and corn-fed ballads. B-
