Nerdy guys with thin voices and distorted guitars singing lyrics like ''I wanna publish 'zines and rage against machines''? No thanks. But then the chorus' bouncy ba-ba harmonies kick in and all is (temporarily, at least) forgiven. Instantly catchy but ultimately forgettable, Flagpole Sitta might prove massively popular. More likely, though, this likable trifle will come and go as fast as Nada Surf's minor 1996 hit, ''Popular.'' B
