Combine Bowie- esque glam rock with Sgt. Pepper-like novelty songs, toss in some ambient electronica and you get The Chinese Album, a campy, retro pleasure party from the New York City (via Leeds, England) quartet led by brothers Royston and Antony Langdon. So what if ''Carry On'' sounds like it's sung by the Raspberries' Eric Carmen? The past hasn't sounded this good since the last time around. B+
