While Garth Brooks continues to make blustery, ego-driven music, Strait just makes classic, solid albums. Without a Western-swing foray or kicker palace romp, his latest may seem sleepy at first. But the ballads, especially ''Neon Row,'' which underscores the emptiness of adultery, are all sinew and satin. One Step at a Time is what real country sounds like. B+
