Not too long ago, Robert Bradley, a middle-aged ex-street singer, hooked up with some young Detroit rockers to form the Blackwater Surprise, with compelling results. On Time to Discover, the ballad ''Tramp'' exemplifies their strange old-fashioned-soul-meets-pop-rock synthesis: Over the synthetic ping of a Casio drum machine, Bradley's hoarse voice channels the forlorn, deep-South shade of Arthur Alexander.
