LIONROCK City Delirious (Time Bomb/Concrete) There's a librarian's jokiness to Justin Robertson's DJ constructs; call them well-read big beat. Opening his second LP with electro-boogie nostalgia, he bounds into a ska/R&B history lesson, does the double Dutch to a house groove, and forces garage punk and cool jazz into unnatural liaisons. MC Buzz B does a decent impression of De La Soul's Posdnuos, even with a British accent. But Robertson's mixes always get the final word. B+
