ILLTOWN Michael Rapaport, Lili Taylor, Adam Trese (1998, Artisan, R, $59.99) Dullsville, more like. Florida drug dealers Rapaport and Taylor want to go legit and start a family but wind up doing battle with an angry former partner (Trese) just back from the pen. Or was it hell? Writer-director Nick Gomez, whose ''Laws of Gravity'' was a powerhouse of unforced naturalism, attempts to disguise the banality of his material with pseudo-philosophical dialogue, painfully allegorical character names (Dante, Gabriel, Cisco), and a vaguely hallucinatory tone. This is the kind of self-consciously arty movie that gives art a bad name. D+
