As far as one-named soul chanteuses go, Mo's got a ways to go. While she proves to be a deft lover with a slow hand on ''Suga, Suga,'' turns out a great yearning ballad (''I'm Loving You''), and gamely reinvents Donna Summer's ''Bad Girls'' for the '90s, it's not enough. Mo'Hogany's smooth urban pop lacks funk fizz. C+
