Heather Myles not only has a memorably smoky voice, but she writes a mean tune. Highways & Honky Tonks' ''True Love'' is about the catchiest thing out of Nashville since Roseanne Cash's ''Seven Year Ache,'' and the lilting ''You're Gonna Love Me One Day'' is only slightly less addictive. Gram Parsons' name is often invoked; in Myles' case, comparison with the great '70s avatar of country rock is justified. A-
