Anyone who's heard Elvin Bishop's singing voice knows why he asked Mickey Thomas to handle vocals on 1976's ''Fooled Around and Fell in Love.'' But even if his drunken-hillbilly warble isn't the stuff of top 10 records, Bishop's crisp, bluesy guitar playing, witty songwriting, and I'm-just-a-rube-who-loves-to-rock persona remain formidable assets. And the sheer, unpretentious joy he communicates on The Skin I'm In is enough to convince you he's really a self-help guru in disguise. B+
