El Oso, the third album from the New York bohos Soul Coughing, doesn't stray too far from the irresistible beats and cleverly crafted nonsense lyrics of past efforts. But while their range remains limited, their inventive sound still thrills, and El Oso offers plenty of first-rate house-rocking rhythm-fests like ''$300'' and ''Monster Man.'' B+
