Where art the Romeo + Juliet soundtrack? Freshly retrieved from under a lot of Christmas trees, apparently; the month of December found the sleeper hit climbing the Billboard pop albums chart one notch at a time, to its current No. 4 high. Few would have bet Capitol's star-free homage to star-crossed lovers would best the ballyhooed Preacher's Wife and Space Jam soundtracks in the days just before Christmas. But propelling R+J skyward are two still-rising pop-alternative radio hits from hot bands on the brink: Garbage's ''#1 Crush'' and the Cardigans' ''Lovefool,'' neither of which has been released as a single at retail. Parting with 15 bucks is such sweet sorrow!
